Levelling Up Fund - Barrow Town Centre Regeneration Scheme

A MAJOR regeneration scheme planned for Barrow’s town centre secured £16 million of funding from the Government’s £4.8 billion Levelling Up Fund in 2021.

Barrow was the only town in Cumbria to earn priority one status from the list of Government applications from around the country – helping it to secure a bright future boosted by this once-in-a-generation level of inward investment.

The money will be used to help regenerate the centre of the town, increasing footfall, helping to increase the amount of time people spend in the area and improving local transport links.

The ambitious project will see Barrow Market Hall reimagined, creating instead an exciting destination for shopping and experiences with independent traders and local food producers at its heart. 

Outside there will be a new look exterior with a shared, all access entrance to the Market Hall and its neighbouring building, arts and entertainment venue The Forum, with improvements to the public realm and transport infrastructure for better connectivity with residential areas as well as for people travelling from further afield.

The prestigious design team appointed for the scheme – Manchester-based Buttress Architects, designers OPEN and engineers WSP – drew up proposals for a new building frontage based on feedback from a series of engagement events held in late 2022 and early 2023. 

Planning permission was granted by Westmorland and Furness Council’s Barrow-in-Furness Local Area Planning Committee in June 2023. 

Barrow-based Leck Construction have been contracted to demolish properties at 77/79, 81 and 83 Dalton Road, 10 Stephen Street and 1,2,3 and 4 The Ginnel to make way for the introduction of a pocket park and enhanced public realm.
The work is due to start in mid-November 2023 and is due for completion in early 2024.
